IEEE Clarifies Guidelines on the Responsible Use of AI in Scholarly Publishing

IEEE has reaffirmed its commitment to research integrity and transparency by issuing clear guidelines on the use of artificial intelligence (AI) in the preparation and submission of scholarly manuscripts. These policies ensure that innovation in AI-assisted research and writing is balanced with ethical responsibility and the preservation of trust in the peer-review process.
Under IEEE’s submission and peer-review policies, authors are permitted to use AI-generated content—including text, figures, images, and code—provided that such use is explicitly and transparently disclosed. Authors must identify the AI tools used, specify the sections of the manuscript affected, and describe the nature of the AI contribution in the Acknowledgments section. Importantly, AI systems cannot be listed as authors, and full accountability for the accuracy, originality, and integrity of the work remains solely with the human authors.
IEEE emphasizes that AI tools may assist researchers, but they do not replace scholarly judgment or ethical responsibility. Authors are expected to carefully review all AI-generated material to ensure correctness, proper attribution, and compliance with publication standards. The undisclosed or misleading use of AI-generated content may be treated as a breach of publishing ethics.
In parallel, IEEE maintains strict confidentiality standards in the peer-review process. Reviewers are prohibited from using public AI tools to analyze submitted manuscripts, as doing so could compromise confidential content. Through these policies, IEEE aims to support responsible innovation while safeguarding the credibility, transparency, and integrity of the global scholarly record.

Use by Authors
“ The use of content generated by artificial intelligence (AI) in an article (including but not limited to text, figures, images, and code) shall be disclosed in the acknowledgments section of any article submitted to an IEEE publication. The AI system used shall be identified, and specific sections of the article that use AI-generated content shall be identified and accompanied by a brief explanation regarding the level at which the AI system was used to generate the content.
The use of AI systems for editing and grammar enhancement is common practice and, as such, is generally outside the intent of the above policy. In this case, disclosure as noted above is not required, but recommended. "
