Southeast Asia, one of the most vulnerable regions to climate change impacts, has seen a surge in extreme weather events in recent years. This year, four powerful storm systems, including Super Typhoon Man-Yi, battered the Philippines in just ten days. Strong typhoons also recently hit Thailand, Viet Nam, and Myanmar, causing floods and landslides and displacing thousands. In previous years, scorching and dry weather in parts of the region disrupted the livelihoods of affected communities. These climate change-related disasters cause significant death and destruction, impacting workers' incomes, productivity, and livelihoods. Research in Southeast Asia quantifies how much wildfire smoke hurts peoples’ moods; finds the effect is greater when fires originate in other countries.Peter Dizikes | MIT NewsPublication Date: February 13, 2024Wildfires in Southeast Asia significantly affect peoples’ moods, especially if the fires originate outside a person’s own country, according to a new study.The study, which measures sentiment by analyzing large amounts of social media data, helps show the psychological toll of wildfires that result in substantial air pollution, at a time when such fires are becoming a high-profile marker of climate change. “It has a substantial negative impact on people’s subjective well-being,” says Siqi Zheng, an MIT professor and co-author of a new paper detailing the results. “This is a big effect.”The magnitude of the effect is about the same as another shift uncovered through large-scale studies of sentiment expressed online: When the weekend ends and the work week starts, people’s online postings reflect a sharp drop in mood. Natural Hazards ResearchVolume 4, Issue 1, March 2024, Pages 87-96AbstractUnderstanding the spatiotemporal distribution of forest fires and future predictions is very important for management strategies. To identify the present status of forest fires in the Kingdom of Thailand and their risk in the future, ten-year forest fire data were used, and a forest fire hotspot was prepared. A geospatial technique was used in the study to characterize the parameters of forest fires in the country and identify future forest fire risk areas. Most of the forest fires in the country were found to be seasonal. Deciduous forests in higher elevations and on moderate slopes were most vulnerable to forest fire. The level of aridity, soil moisture, temperature, precipitation, vegetation status, and topography influenced the spatiotemporal distribution of forest fires in the country. Greater than 50% of fire risks were observed in 22 administrative divisions, and 17 of the 209 protected areas are also in the high-risk category. The final forest fire hotspot map can be used in policy development and successful management strategies. A better monitoring strategy should be used in the fire hotspot areas as a precautionary measure to minimize the anthropogenic causes of forest fires.Read more at https://www.sciencedirect.com/science/article/pii/S2666592123000847

Talent mobility, or the free movement of skilled labour across national borders, is a central tenet of ASEAN’s drive toward regional economic integration. The ASEAN Economic Community (AEC) Vision 2025 includes facilitating the movement of investments, skilled labour, business professionals, and capital. To this end, the ASEAN Economic Community Blueprint 2025 outlines initiatives such as implementing mutual recognition agreements (MRAs) for skilled professionals, strengthening commitments under the ASEAN Agreement on the Movement of Natural Persons, and reducing regulatory barriers by standardising hiring requirements and documentation.Furthermore, the ongoing negotiations on the ASEAN Digital Economy Framework Agreement (DEFA) include digital talent mobility as one of its nine key pillars.These commitments recognise the importance of developing, attracting, and retaining talent in accelerating ASEAN’s economic growth. As technology-driven digital transformation is reshaping the region, human expertise is more essential than ever. Skill gaps will limit the region’s ability to maximise digital opportunities. For instance, a shortage of skilled ICT professionals, including cybersecurity experts, hampers our ability to address increasingly complex cybersecurity threats.ASEAN Member States have negotiated past agreements to facilitate cross-border professional practice. Mutual recognition agreements were signed between 2005 and 2012 for sectors including engineering, nursing, architecture, medicine, dentistry, and tourism. In 2012, the Member States signed an agreement on the movement of natural persons, establishing a framework for the temporary cross-border movement of workers. ASEAN Member States also signed the ASEAN Comprehensive Investment Agreement (ACIA), which includes provisions to streamline business visa procedures for citizens within the ASEAN.
